This quick and sort of dirty way just occurred to me. Maybe it would work for you.
I created two layers for dimensions. One for imperial and one for metric. I put in the dimension in the appropriate format on one layer. Then I copied all the dimensions and pasted them to the other layer. While they were still selected, I changed the location of the text (raised for imperial, lowered for metric) and changed the units.
If you do this and think the dimension and extension lines are too heavy, you could edit the dimensions on the lower of the two layers and make them transparent. Kind of like the leader-less labels.
