@RTCool, seems to work for me. What I do is type @ and then a list of users in the thread pops up, then I just select from the list.
If you do type the full name, it should still work, make sure not to leave a space after the @.
The Discourse developers themselves thought that a forum user guide was unnecessary, and that the best way to learn to use Discourse forums was via trial and error.
Everyone who creates a Discourse forum account receives a PM with a list of Tips etc …
The “adminbase” (people who use Discourse to run there own forum sites,) kept asking for a User Guide, so one of them started a community project. It was announced over on the Discourse Meta (likely a GitHub project.)

Hmm, maybe that’s the key: only users in the thread? Not just users in the forum? Doesn’t work with a new thread?
You need to get the name right, then you should be able to get anyone.

Yep, I got “in the thread” pop up to work, and that result copies and pastes to a new thread OK.
Type the @ then start typing the name you want
@d etc etc
