Scale tool will also accept absolute dimension for a total length if you enter the units, such as 10’. Which you would know if you followed the course and learned SketchUp.
From where are you deriving your expectations? Sketchup is created by and used by people with a deep knowledge of CAD. As you appear to have limited knowledge of how computer modeling works, perhaps it’s best to proceed with the assumption that the tools, methods, and logic of how sketchup works are well thought out and exist for good reasons. Then you can concentrate on progressing with learning the system and building your skill rather than being frustrated by not being intuitively able to use this complex program on the first try. Sketchup has massive market share and wide usage because it works great, give yourself a chance to learn it by keeping an open mind and following instructions.
If you have such a vast experience, why can’t you answer a simple question as mine ?

I was hoping not to have to use an advanced 3D modeling software, hoping SketchUp (on web) would be enough for simpel creations, but not being able to change measurement like I have described is very odd to me.
I really hope my challenges are related to browser issues.

It is actually very simple, you only need to learn to use the tools available. Several attempts to lead you there have failed.
Changing the diameter of a circle, or its number of sides, is easy. Changing the length of a line that has one or both ends not connected to anything, is easy as well. Changing the length of a line that is connected at both ends, isn’t as easy, because something has to change in the other line that is connected.
Using the Move tool would solve cases like that.

I asked elsewhere, and it was immediately recognized to be a browser related issue.
Language setting somehow prevented the input of absolute measurements in scale, therefore not behaving as expected. Firefox and Safari on macOS (11.3.1)
(As a side note also recognized by some that it is “odd” that dimension cannot be edited in “select tool” as well as in scale)
I’m relieved that I did not have to go the Maya way…

Because you’re expecting it to work in a way it doesn’t work! You have to adapt to how sketchup works. You can’t change the length of an existing line by typing into a measurement box.

@anon80715305, there are different ways to accomplish what you are after. Some easier then others, also depending on the circumstances of how the edge is sticky to other geometry. Here might lie the difference between SketchUp and “other software”.
Box offered you the solution, learn the fundamentals of SketchUp. No need to offend one of the most helpful and knowlegeable forum members

Again I have to state that it took other people around 1 minute to actually believe me when I said that it did not work as expected and shortly thereafter found the solution.
I would never go to a forum for a solution to a trivial problem if it was to find in any beginners how-to or starter guide.
I’m sorry, but I’m not sure I understand. You said you wanted to change the length of an existing line by changing the measurement somewhere. That isn’t how sketchup works. It’s not a software issue at all.

You guys steered me in the right direction but would not recognise the actual issue at hand.
I found the solution elsewhere, guess that’s why you are so insulted.
That’s a guess, but I’d venture to say that it’s not a good one. From my quick overview of this thread, it seems that you did a poor job of describing the issue, starting with the thread title, leading many experts and users such as myself down a path where we intended to help but couldn’t. But that’s just my opinion.
