A good start is actually to create a circle of a multiple of 10 segments (default is 24) by typing e.g. 30enter. Then draw a line through opposite end points, select it and use the Rotate Tool with array copy: hold ctrl while rotating a bit, type 60enter (360° / number of parts) and then 10xenter.
