I expect you are looking at something related to the Desktop version which allows Ctrl + or Ctrl - to changes the number of sides in a circle or arc. In both the desktop and web based versions the unumber of sides on a circle can be changed either by typing the number of sides before starting the circle or arc or by selecting the circle or arc after drawing it and changing the number in Entity Info.
