Assuming the edges are coplanar, try tracing over any edge and see whether that causes sketchup to create the face. If that fails, most likely you have a small gap (or gaps) somewhere. One way to search for gaps is to draw an edge across between two segment endpoints and see which side doesn’t form a face. Repeatedly draw edges across the non-face part and you will quickly focus in on the gap.
