Is the create tag folder unavailable in Sketchup Free (web)? My free trial of Sketchup Pro recently expired but when it was active I could created tag folders in Sketchup Free (web). Now when I create a new model the create tag folder is greyed out. If I open a model previously created when the trial was active, the tag folders display but the create tag folder is greyed.

Tag folders are a SketchUp Pro or SketchUp Go feature. Not available in SketchUp Free as @mihai.s shows.
When your SketchUp Pro trial was active you were also using a trial of SketchUp Go.
