Can I create a guide line parallel to another guide line?

I’m trying to create a series of guide lines to work from the centre of the top of the short stalky thing sticking up from the centre of the cross.

Firstly, I can find no way of picking up the centre of the circle, which seems bizarre.

With or without the aid of the centre point, I need a guide line system up at that level, and that really needs a parallel guide line creating to an existing, at a set distance and in a set plane.

Can this be done?

Yes, you can create guidelines parallel to other guidelines. And, if you have what Entity Info shows as a circle, you should be able to infer to its center. Check your private messages.
