How can I run a border around a group of objects, similar to the outline command? I drew a bunch of hearts and want to run a line .060" away from the outside, conforming to the outer-most shapes.

Something like this?
You can use Offset on selected edges. There’ll be some gaps you need to fill in manually but since a lot of the geometry is repeating, you can create some of the curves and copy them to make an array.
When you get finished it should look something like this.
