Bend a cylinder

Hi,

I want to be able to create a curved cylinder shape that has a bend ( example below i found online).

One side would start with a larger diameter and the other end would be smaller.

If anyone can provide some instructions on how to achieve this or and help would be appreciated. Have installed the true bend tool already.
