V-RAY 7 installer doesn't run

downloaded the latest version of Vray 7, run as administrator, but nothing happens. I reinstalled windows, no changes. Previous versions of v-ray run without any problems, on the laptop 7 version also runs.

Station: windows 10, gtx 1070, 2x Xeon E5-2697 v2 2.70GHz, 64ram

Why would you re-install the OS before contacting support at VRay?
