I am trying to use the Sketchup free version.
In the past I used older versions of Sketch Up (desktop).
How do I customize the software so that I can always have a standard view bar?
The interface for SketchUp Free is not customizable. You will need to explore and learn the tool and menu placement as is.

As said by @endlessfix , the interface for SketchUp Free is different from any of SketchUp’s desktop versions. The closest (here meaning fastest way) you may get to getting to the standard view icons is to assign a shortcut key to Scenes (in the image attached you can see I searched for scenes and have [Alt + V] assigned. It will instantly pull out the View options menu on the right side of the screen:
