For some reason, Dynamic components are not dynamic when downloaded within SU PRO or web browser, is it normal for components to lose the dynamic feature? Screenshot attached of one that has no attributes linked.

That specific model is a dynamic component. But there is no Component Option to change.
The “dynamicity” is restricted to scaling. However it is broken or not properly implemented.
If you open a Ruby Console you will see a plenty of errors while redrawing, after scaling it.
