Likely because these topics are special pinned system topics that are only to describe to the members what the category is to be used for.
Jody usually locks them as soon as he creates them, as they are not themselves for general discussion.
I’ll PM Jody, and see if he can prune off the discussion to it’s own normal topic thread.
