I would like to draw construction drawings in cross-section like this one:

which program is suitable for this?

Sketchup or Layout? And is there a tutorial how to draw such drawings fastest?

You could use either. Iā€™d make a 3D model in SketchUp and use a section cut for a scene to send to LayOut for labeling and dimensions.
