I have this lidar scan that I have to use for college, is there any way to simplify this and make it any way usable, I also have a contour map that I can turn into a mesh but its not as accurate or detailed, I have to make a rationalized version of the model with accurate buildings, any suggestions?
Use Universal Importer, Skimp or Transmutr to simplify the model, and then delete areas that are not useful to you.

Yes, you can also use Blender to decimate and edit the 3D scan and import it in SketchUp as DAE, OBJ, USDZ.
Can you get the Lidar scan data in the form of an .E57 point cloud?
If so … then you could use the Undet toolset to import the entire scan into Sketchup.
Decimating the data set may be helpful in modeling an overall contour … but in the process you will very likely “lose” the detail that will be needed to model individual buildings.
The “correct” approach all depends on what you mean by “usable.”
