How do you go about creating a globe?
Too easy, make a circle on one axis, make another circle centered on the first on a different axis, select the first circle then get the follow me tool and click the second circle.
Took far longer to write than do.
Any reason you specified “globe” rather than sphere? Are you intending globe as a particular kind of sphere or just as a synonym?

Hello! @Box’s version is probably the best way of creating a sphere. Alternatively you can use the Shapes plugin by the SketchUp Team from the Extension Warehouse. Besides a regular sphere, you can also draw a bunch of complex shapes with it.
There was another good plugin dedicated to sphere drawing without any pop-up dialog boxes called Sphere Tool but it’s no longer available to download unfortunately.
