I have seen quite a few cases of the images being different (houses changed/knocked down, etc) and I am not sure which is correct.

You can project other aerial imagery upon your terrain model if you like.
Here’s a brief tutorial explaining how.

Here’s a method that may work for you. Above your terrain, create a single plane of geometry, the same size or a bit larger than the terrain. Paint the plane with the texture.
