Extension Toolbars pinned

I’m having an issue pinning extensions to the toolbar frame. I can do it on my home computer, but my work computer won’t let me. I’ve illustrated what I’m looking for below. I want the extensions shown with a red arrow to look like the ones with the green arrow. Talk about 1st world problems.

well you can try double clicking on them, it should pin them.

the other thing that could play a part is here

a windows parameter to change that should allow you to move and pin them.
