Do you mean a continuous curve? Adebeo PushLine might do the trick for you.
It’s not clear to me what you mean by “surface”. In SketchUp that word means a collection of faces with shared edges softened and usually smoothed. Your figure shows an outline of what could potentially be the perimeter of a face, but the face is missing. If what you mean is a face, try tracing an edge in the outline to see if that causes a face to form. If you meant a 3D extrusion of tha shape, there is no built in tool to do that, but the suggested extension could do it. Alternatively, you could create the face, use the pushpull tool to extrude it, and then erase the end faces from the result.
