It’s not quite clear (from the pictures) where this tube adapter is placed.
So is it safe? For almost each cross section of the adapter would show “lack of material”.

It’s in the bottom of the big tube under the handlebar.
The cone looks something like this, it increases the diameter when screwed and thus holds in the tube (or now in the adapter).
Have you got one for pencils? I can never find a pencil in my shop.
