There was a bug where the Free version of SketchUp for Web would correctly say that you needed to upgrade when importing an STL but it would import the file anyway. That bug has been fixed. Importing and Exporting do, indeed, require a subscription. The free version of Web, however, can still download STL files for use with projects like 3D printing.
