When I use the “B” paint/bucket tool, the icons have always been super small. I’ve searched for the process to enlarge them, but have not found an answer. Could it be that they are a fixed size and on a 4K monitor they are just small at that resolution?
How can I resize these larger?

Unfortunately, that palette comes directly from the macOS color chooser. The materials editor for Mac was built atop the color chooser. If you click an item in the palette it will appear in the box at the left, which is a bit bigger but still small. There is no way to enlarge the palette thumbnails, not in the macOS color chooser or in SketchUp. Apple meant the chooser to deal with plain colors, not with little images like the materials editor uses. This is one among many reasons why we users have complained for years that the materials editor on Mac was poorly done!
But stay tuned: the current Private Labs project is moving the Mac SketchUp to the Qt UI library and has a new version of the materials window. You can find recent topics on the forum about helping to test this port.

The lower mini swatches are legacy of the Mac system wide color picker which the SketchUp material browser is built on. They have occasional uses but don’t really play a role in most people workflow. How are you using these tiny swatches in your workflow? Perhaps there is a better way of managing your materials that does not require using the mini swatches, or some misunderstanding about how the sketchup materials browser currently works.
