If you have or want to do the project, for personal reasons. Make it within 2017 Make. Then make it available for free than you haven’t broken/breached and licenses requirements.
For donations to fund the project, you can go about this in other ways.
You are seeking donations to share knowledge about BIM process, it just happens that Sketchup is part of it. I am sure this can be worded better 
Either way Sketchup and it’s community will benefit from it
