Is there an official topic here on the forum with more information on this years Basecamp? Or a website or other information anywhere that could help me better understand what I would be signing up for?

We are in the middle of the planning phase - our additional events will be posted on the schedule on the Dimensions website. The sessions and overall schedule typically do not come out until summer.
Some details that I can share include….
Basecamp and Dimensions attendees can attend all conference sessions, Basecampers are not limited to only SketchUp sessions.
We typically share several social events with Dimensions - in the past we have had our own appreciation party, but you can also attend the Dimensions parties and socials.
Can you say yet if Basecamp sessions will go on until the Thursday (beyond Dimensions) as before?
I cannot definitively say if that is the case yet. I would say its is doubtful, and we will likely follow the Monday-Wednesday structure of Dimensions.
