Yes, it’s normal to see the message.
It appears each time you install a SketchUp .RBZ plugin via Preferences > Extensions > Install Extension.

Best Practice
Download and install extensions only from trusted sources.
I.e. Trimble SketchUp Extension Warehouse, SketchUcation PluginStore or other reliable known authors.
