What's the best way to create a scaled and size accurate property drawing (like if someone has 3 acres and a house) in Sketchup or Layout?

I’m trying to create accurate models and sketches. I’ve been tracing over parcel lines from county records but there has to be a better way. I’m also wondering about GIS data for topographic data, but that’s another thing.
