I want to write a street name in layout on an OS map. The street is at an angle, so the question is how do I rotate the lettering it so it runs along the street?

Select the text box after you create it and rotate it with the blue gizmo.

You’re quite welcome.
BTW, that gizmo can be moved to change the center of rotation.
You can also use it to snap one object to another. This can be useful for lining up views of your model in different viewports or lining up things you’ve drawn in Layout.
