Try if disabling the last three helps.
In the extension manager, turn those of and restart SketchUp.

When I draw under the body the blue axis disappears, is it a sketchup bug or am I doing something wrong

Have you tried to use the arrow keys to lock the axis inferencing?
up = blue
Left = green
right = red
down = parallel, perpendicular and others

lock axes work,but why disappear standard axes?
