How to make a dynamic railing system for docks

Good Morning

I am trying to make a dynamic railing system for docks.
I was able to make the top rail to scale but the flange needs to stick to the ends.

The goal is to have 2 models that all will scale in length between pilings with the flanges in place and not changing the scale

one 2 pipe 4 cables
one 2 pipe 9 cable’s

Hope that is something you can help me with.
