You should contact the author and ask them.
It could certainly be done in SketchUp, at least SketchUp Pro. Some of it would be more easily done in post processing, though.

Not that I’m aware of. You could model each frame individually. Your profile says you are using SketchUp Go. That version doesn’t have any way to use plugins or extensions, anyway. I doubt the beginnning sequence was done in SketchUp. The rest of it could be.
It’s done with scenes from sketchup and a custom style, and a lot of postprocess with a video edition software.
