You can use an illustrattion application like Inkscape (free) or Illustrator ($$$) to open a vector PDF, export to DWG or DXF and import that into SketchUp to get vectors.
FYI. Affinity Designer is great for the viewing a vector PDFs. It also exports PDF as DWG; however, text may not translate.
You can do it in PlusSpec but it’s expensive as it mainly for AEC design and estimating. We have uploaded a version to the 3D warehouse but we are waiting for SketchUp to approve it.
