how can I change layout dimensions from metric to imperial ?

Select the dimensions on the page and change the units in the Dimension Style panel.
Sometimes your options of units will be greyed out. Then, you may need to change fractional to dimensional (for example) before you can change the unit. It doesn’t seem to let you choose just any way.
The good news is that you can still select multiple measurements and change all their properties at once. Though I know no way of copying and pasting formats in LayOut.
If you want to change the default way text is displayed, you must do it when the tool is selected but before you use it. Any changes you make to the tool will become the default way. If you select an EXISTING dimension and then change THAT selection, it will not change the tool’s default styling/parameters. It only changes the SELECTED measurement(s). It’s not the most intuitive, but that’s how it works.
