So if I wasn’t able to get a budget, I could still do SketchUp 8. Though it would be like teaching someone how to drive a car in a '68 Judge when they own a 2016 Prius.

Perhaps. But you would likely need to leave out using the Extension Warehouse out of the curriculum. (It never was integrated into v8. It came out for v2013.)
You’d also need to fix the 3D Warehouse redirect issue.

The machines also need to have MS Internet Explorer 10 installed. (Some of the Google APIs used by native web-dialogs require it now.)
everyone seems highly knowledgable about all this .. I have no clue, I downloaded a what I thought was make 2016 32 bits as I have an old laptop to work with.. and i 'm not a user for commercial use, I just need ONE plan to make… that’s it… and it is a d-a-mn hassle to do can anyone tell me what to do to get from this pro free trial to a make version, I don’t need bells and whistles just something to draw my plan with for my architect and constructor to see and talk about what we are going to do… where can i find info to go to a make plain version, I need it for both 32 bit and 64 bit cause my gf is going to look over the program and needs to help me with this.. it is too difficult for me to find all this out…

It won’t do it for you but you can create a 3D model and generate 2D views of it. I gather you are doing this in a hobby capacity? If so, it should be adequate.
Do you know how to use SketchUp? Maybe start with the free version and start here:
Go through the basic tutorials for the web version, then you can decide if it will work for your project.

thanks… I have an idea of how to draw something but Sketchup has its own methods… and sure it is not magic, it would be magic… if I could master it in an hour 
besides that, I am bound to an old laptop windows 7 32 bits so anything newer then make 2016 is not even installable…
Ha! Funny.
Like any other tool, you have to learn to use it correctly to get them most out of it. As I wrote, since your use is as a hobbyist SketchUp 2016 Make should work fine for you if you can find a source for it that doesn’t include malware.
You won’t be able to master in an hour but sketchup is on of the most intuitive softwares for 3D modeling, you could learn a lot in one hour just by watching some tutorials or the sketchup YouTube channel that shows you how to use every native tool of the program.
You can do that with the free version but for 2D documentation it’s better to use LayOut, which only is available with the pro or studio license. It will also take you longer to get to know how to use sketchup and layout together, there are no shortcuts, it’ll depends on the time you’ll be willing to invest on learning it.
If you just want to show to your architect your ideas, you don’t need to make 2D plans of it, just model it and show him the 3D model, he has to do all the documentation with the proper dimensions after making a measurement of the site.
