in the “Help” column on the common footer.

And while at it, the top of the Download All page could also use the link to the Release Notes.
(It seems like it did used to have this link, but was removed recently ?)
It did used to exist on the Download All page… not sure what we changed there, I’ll look into adding it and talk to the other web folk about adding it to the Help drop"down" in the footer.
