I installed Sketchup 2017 on Windown using Parallels (on Mac).
When I open sketchup it says I need OpenGl version 3.
On MacOS it says I have OpenGl 4.
What can I do?

That is sadly the case. People have been begging the Parallels folk to support later OpenGL, but still no sign of that happening. For now you should install SketchUp 2016 in Windows 10, and use SketchUp 2017 in macOS.
Parallels on Mac still only supports OpenGL 2.1. That’s enough for SU 2016 and earlier, but not 2017. Indeed ‘sadly the case’ as Colin says. The native hardware and OS will do OpenGL 4, but not Parallels.
