Win 10. Yes. My CPU won’t accept Win 11. Does not have some kind of hardware device.

This may be related to your issue. Integrated GPUs like that are not recommended and won’t work with some graphics features of SketchUp and LayOut 2026.

I’ve been using this CPU and Graphic Card with Layout 2026 since its release and haven’t had a problem until today. Could it be something else?
It could be something else but you still haven’t shared the file so there’s no way to tell what it is.
My remark about the graphics card has been true for years but now, with SketchUp and LayOut 2026 you won’t be able to use some of the new features.
The file is to large to send by email. Can I send it via Dropbox?

Attached is the link to my Layout file with the dimensioning problem.
In which version did you create the template you are using? Some users reported the same type of issue your file shows. In those cases they were using an old template in LO2025. Yours is the first I’ve seen with LO2026. The fix for them was to create a new template with the layers and text settings. Then copy the contents on each page of the problem file to a page in the new template. I copied pages to a new file and the dimensions showed up fine.
Make sure you use the exact same layer names so the entities on each layer get pasted correctly.
BTW, your file has a lot of unused references. It looks like for at least one of the .skp references you copied from SketchUp and pasted into LayOut. If so, don’t do that.
