My office finally upgraded me from Sketchup 8 to Sketchup 2017. Running into an issue with both files created in 2017 and opening up files in 2017 that were created in Sketchup 8. I’ve attached a screenshot of what happens after manipulating something I’ve drawn in 2017. I’m running luckily I still have Sketchup 8 and I’m still able to be productive, but at some point I need to get over to 2017 100%. 
From 8 to 17 is a significant jump. You need to make sure your system meets the minimum requirements that have changed a fair bit over the years.
That is typical of a graphics card issue. Try updating your graphics drivers.
I got a similar issue on an overly heavy imported CAD file the other day but haven’t seen it before or since. It occurred when opening a group/component for editing. For me restarting SketchUp solved it.
