If you install from the download dialog box in the browser, you will not see the 'run as administrator option. If you look at the downloads dialog box to the right of the downloaded file you will see a folder tab. Click on that and you will be taken to the actual file in the folder in which it has been downloaded. A right click at this point will give you the required run as admin option.
I gave up on Sketchup Make 2017 after three different installs on two different computers. The performance is abysmal and the product was unusable. I have reverted to 2016 and am a happy camper again.
Thanks to all who participated in the discussion. This appears to be a Windows problem more than anything. After exhausting all my options and suggestions I went ahead and reinstalled Win 10. After re-installing SU17 everything is back to normal.
