Stuck on TOS screen in 3D Warehouse

I am trying to use a couple components from the 3D warehouse and any time I try, the Terms of Service screen from April 1, 2017 blocks my screen and I can’t figure out how to make it go away. HALP

Also see if there is a large cookies warning, covering the I Agree button.
