On my stationary machine (Windows 10) it works as expected but on my laptop running Windows 7 where I just installed SU 16 I do not get the Line tool when I press “L” or the Move tool when I press “M”, or any other of the tools that I am used to. It does respond to Edit menu commands with Ctrl. (e.g. it performs a save when I press Ctrl + S).
have you added those shortcuts to SU Preferences on the laptop?

M and L are normally default shortcuts that you shouldn’t need to add manually. You might try opening preferences->shortcuts and clicking the reset defaults button.
