I think that it’s all of the text elements and dimensions that make it slow. You could switch to Parallel Projection, and then it gets super fast.
I agree with Colin. There are a huge number of text items in the model and they are taxing the graphics card.
I also notice a large part of your model is located at a huge distance from the origin.
After deleting most of the text and dimension entities the model is very quick to navigate through. Here is the file after removing those thousands of text entities.

Question: why are you using SketchUp as a 2D drawing program?
I’m not sure what or where they all are, but the model contains almost 28000 Texts! That is crazy! Have you imported components from the 3D Warehouse? I’ve seen some there that have explosions of Texts.
Edit: I did some followup. All but 131 of the texts are blanks (a single space). Those will be invisible on the view, but the graphics will lag seriously while trying to render them! Furthermore, all of them seem defective, lacking all normal text properties except the text string itself. @colin, can the devs confirm that such instances ought to be impossible?
No- we wouldn’t have added that many texts- just the notes seen with dimensions. And nothing from 3D warehouse, so not sure where those would have come from. But thanks for noting that.

We use it for floor plans, elevations and then eventually 3d views from those base drawings. In place of Autocad. Why wouldn’t we be able to use it in that way? Thanks so much for fixing the file and your input! How did you see what was the issue?

I see parallel projection - what does that do exactly? Never used that tool before. Thanks!

You would normally not use it when doing 3D modeling, unless you’re used to older 3D modeling tools, and like the isometric appearance it gives. In this case though, where everything is flat, being in Parallel Projection appears to make things fast. The slowness must be in the time it takes to show thousands of text objects in perspective.
You can use it that way but it’s not efficient to make all these 2D drawings.
Just digging into the model and having seen models with similar issues from other users over the years.
With DWG there is such a thing as a dimension that isn’t attached to anything. Those will fail to import at the moment. If something was done and those could be imported, they might show as something other than a blank text object. Which might be nice, but in this case would give you 28,000 text objects with something in them.
