When drawing a property line (dash +2 dots), is there a way to increase the scale of the line, I mean to make the dash longer?

I just found out that we cannot change in Layout a line drawn in SketchUp, but the line has to be drawn in Layout to be able to be changed or modified.
That’s not true. You can edit the dash style for the tag as I showed in my screenshots. Select the viewport and go to the SketchUp Model panel. In the Tags section select the appropriate tag, click on the Dash style and edit it as needed.
You can also change the color of the lines.
I don’t assign dash styles for tags in SketchUp and instead assign them in LayOut where there’s much more control over their appearance.
