All photos are placed in Layout sheet facing up on an 8.5x11 paper, but when exporting the sheet, the images are showing up horizontally.

If you share the layout file we could check what’s the problem with it.
Were the images rotated in LayOut or with Windows tools (like the Photos app), or in your phone? To truly convert from landscape to portrait you have to use Photoshop or some other real photo editor. Others might just be changing a file flag that a PDF viewer doesn’t necessarily recognize.
I cannot upload the Layout file because it is too big.
I ended up printing the sheet with Microsoft Print to PDF, and it came out correctly.
