It’s been a while since I used SketchUp. I started using the web version and it was going well until I was suddenly unable to use the position pins correctly. They all now do the same thing and don’t appear unless I screen shot.

What Operating System are you using?
Mac Catalina. -
What Browser are you using?
Safari. -
What tool are you using?
Material position. -
What were you doing with that tool when the issue occurred?
Trying to scale. -
Can you reproduce the issue in a new document?
Yes.
I have screen recorded to share. Video is on YouTube. Note, near the end the icons appear as I screen shot my display.
This is rather annoying…

EDIT: I have found a loop hole for now by selecting “Fixed Pins”.
