Orbit and panning

as much as I love the new Layout viewport behaviour, where clicking inside a viewport does not distort it beyond recognition, I do think they could have gone even further.
Now, when you click inside an orthographical viewport you get the “hand”, so you can pan around, and nothing is shifted around anywhere before you deliberately start panning.

If on the other hand your viewport has perspective view, it’s likely you would like the old behaviour better. So why not get “orbit” when clicking inside a perspective viewport, and keep the hand as default for panning in planar views.
