Old computer didn't have graphics card to run Sketchup 2017

I have a license for Sketchup 2016, and purchased the 2017 back then. But the graphics card on my old computer wouldn’t run the new version. I wasn’t ready to get a new computer until this year, so just kept using the 2016 version. So I was never able to open 2017 and upgrade my license.

Now that I have my new computer, I can’t seem to get access to it at all; it says my license is still for 2016. And I can’t find a phone number to get this resolved.

Can I at least get a refund? Or can I get what I paid for?
