I’m trying to design a model in Sketchup Pro for 3D Printing but when I create and import it into Cura it adds a base to it.

Did you try making it a group in SketchUp first?
No the file above does not have a group but I tried it on my local file and imported it into Cura with the same problem 
I don’t see your issue, if I export it as raw geometry to .stl it opens in Cura as normal, same if I make it a group first.
