yes. it’s not just about having all the edges connected. they have to be coplanar.
here, they are clearly not, since sketchup is not making a face.

you can check it by making triangles, instead of trying to have a single face, you can divide it into 2-3 and you’ll see it work.

the simplest way to get a cut prism like you want is to start from a full prism and have a face intersect with it.

Shows a solution for doing an angled cut that is sure to form a face. If your 5 drawn edges - which you hope will form a face are not ‘planar’ then that face can’t exist, To test it try and over-draw one of the edges, this is often enough to force a valid face into existence. Or drawing a diagonal line across where you hope the face will form can force faces to form, but if the 5 edges are not coplanar then when you erase that diagonal line the faces will vanish with it. So the temporary cutting face method that’s shown is usually the simplest, but in more complex geometry ‘stitching’ in diagonal lines to form triangular faces is sometimes appropriate - triangular edges are always planar and will support a face - erasing the temporary ‘stitching’ lines can result in faces going away too if the faces are not planar…

oh yeah, stitching is completely valid, and you can hide the extra lines you added to make faces.

it depends on what you want to do with your model. is it representation only ? then stitch and hide the extra lines, nobody will ever know.
is it to build it ? how ?
physically building stuff allows for a bigger tolerance than 3d modelling, materials can be shaven, bent, sanded. I worked a lot with paper for a while, and in sketchup, I would at times get the same problem as you where faces were not 100% accurately coplanar. in that case, I would just stitch and soften lines, knowing that paper would not care.
