How do I delete the paint bucket icon from the right toolbar, so the whole toolbar can be pulled up?
There should be no need to remove the Paint Bucket tool from the toolbar in order to open the extended tool palette. Just click on the three dots at the bottom.

I can’t pull up the 3 dots at the bottom. It won’t let me go past the orbiting tool in the tool bar.
Sounds like you need to make the browser window larger.

Even if you have zoomed the scale of the browser window, you should be able to scroll the list of tools. Try the View menu, Actual Size, and see if that improves things.
